Price is different between International and UK and limits before Import and custom duty

Hi, I want to buy a KK board controller and other items for making a Tricopter but the price for buying from international is cheaper than from UK can you tell me what are the difference.
also what is the maximum value limits without paying any import or custom duties, I believe it's £19 is that right.
