P&P abuse from UK shop

Hello

I just made a small order to HK-Europ this morning . No problem = P&P was #4 $ for a 12 $ invoice (, #20010612704.) Here, it was actually possible to CHOOSE THE RIGHT TRANSPORTATION .
But then , I made a second order to HK -UK ; The invoice is # 17 $ , AND HERE , NO CHOICE IS POSSIBLE for shipping !!! : there is one price and one only : # 19 $ for P&P from London to France ! And there is no information availabkle concerning the datas of this " service" .
This second order is still ready to go , (order N° 20010612762 ) but I hold it as long this abuse is not dealt with .
I can't accept to be forced paying 19 $ on a 17 $ invoice for a neighbourghood shipping !Waiting for reading any solution from you
