DHL want £23 admin and vat charges ?????

I sent a question regarding order no 20010567906.
I was charged delivery by you, for DHL delivery to my door and now I have receved a text from DHL demanding £23 for an item that cost $60 plus around $20 for DHL,
now the total amount I am to pay exceeds my funds that I cannot afford it,
I spoke to DHL and was told that the charge of £23 was for admin ??? so what did I pay HK a delivery charge for ?.
when I spoke to DHL I told them to return the said item back to you as a cannot and will not pay over £100 for something that is £40, could you please refund me the moneys owed to me from HK, this has been a total waste of our time.
