Do I have tax to receive a parcel from Hobbyking?

I am from Spain. Last week, I ordered a parcel which cost 80.59 dollars.
Recently the postman has been in my home and he has said to me that I have to pay 31.30 € because I have to pay the tax for the parcel.
I have a doubt. Do I have to pay this tax? If I do not pay this tax, Could Hobbyking give my refund?
