Maximum value of parcels without customs fees

Good day!
I want to ask one question not related to my order.
Maximum value of goods to Ukraine without customs fees should not exceed $ 150. I will be ordering all that is on my wishlist and there are a few items which will cost me much much more expensive because of customs... Customs charges we have now completely overlap the entire cost of the item and in total will make up 60% of the total value of the parcel. Tell me please, is it possible to specify the value of the parcel is lower than it actually is, to avoid customs duties and fees? If it cannot be done, will pay all fees as required.
