free VAT inside CEE

Inside Europe, certain destinations are exempted of VAT, for example in France: Military "Secteurs postaux" (http://bofip.impots.gouv.fr/bofip/2266-PGP line70)
Is Hobbyking Euro-Warehouse knowing to sell to those destinations without Vat ?
