did not receive my order

I made a purchase at this company in July-14 order No. 2009577170, RC009593915MY and trace until today I have not received the product (4s lipo battery).

Now I made a new purchase, order No. 20010221991 and did not receive even the tracing code. Appears as paid.

How to make complaint about not receiving the order. The item could not be track as well. No specific forwarder just number to track 15273527. The package is from Hongkong. No a good service from HobbyKing.
